Shamiq Hussain is an attorney and health policy analyst specializing in Medicaid, with over ten years of experience in health care. As Director of Medi-Cal Policy at Kaiser Permanente, Shamiq provides policy guidance on complex and sensitive issues that affect Kaiser Medi-Cal members across the state of California. An avid policy and history nerd, he has developed a deep understanding of the federal, state, and local legislative and regulatory landscape, as well as the challenges and opportunities for innovation and improvement in the health care safety-net.
Shamiq has worked on a diverse array of issue areas and contributed analysis as well as strategy on topics such as Medi-Cal financing, COVID-19 telehealth flexibilities, the Medi-Cal pharmacy carve-out, and various single payer proposals, among other topics. He is a member in good standing of the California State Bar, has experience as health plan counsel, and is passionate about advancing health equity and access for underserved populations. Shamiq holds a Bachelor of Arts Degree in History from the University of California, Los Angeles, and a Juris Doctor from the University of Washington School of Law.
